"Egyptian
Arab vision for the care, education and rehabilitation of people with
disabilities."
We are in a
period of time in the history of Egypt in which responsible leaders try to make
Egypt a state dominated by social justice and its goal is to achieve equality
between its various elements in Egyptian society.
For the first
time in Egypt, persons with disabilities (the private will), who represent
approximately 13 million people of Egypt's population, have the strength and
presence of the new constitution of Egypt in 2013.
Which led to
the existence of eleven articles, clear and explicit, but not limited to
Article 53:
Citizens who are equal before the law
and are equal in rights, freedoms and public duties shall not discriminate
between religion, creed, sex, origin, race, color, language, disability, social
level, political or geographical affiliation or any other reason.
The
State is obliged to take the necessary measures to eliminate forms of
discrimination.
Article 60:
For
children, a paragraph has been established under the auspices of the child with
disabilities.
Article 37:
Discrimination:
It provides for the non-discrimination or distinction between citizens on the
basis of, inter alia, disability.
Article 39:
Cases of
arrest of persons with disabilities Provide judicial assistance and translation
of a signal and a psychologist.
Article 18:
The State
shall guarantee the rights of persons with disabilities (special will)
and dwarfs:
health, economic, social, cultural, recreational, sports and educational.
- Provide
them with employment opportunities and allocate a percentage of them.
- Create
public utilities environment.
- Practicing
all political rights and integrating them with other citizens.
Persons with
special needs occupy 20% of the total population of Egypt, which is called upon
to work on the interaction of the state in the care of people with special
needs. There are decisions implemented in the Egyptian society.:

-The
State imposes the implementation of the rule of law on the appointment of 5% of
those with special will or special needs.

to appoint these categories.
- Attention
of the Ministry of Social Solidarity and the development of a strategy to
provide care for them (the disabled), including the development of a program to
train them to convert them from the forces to the productive forces through
production training and rehabilitation and involvement in international and
local exhibitions.
- Capacity-building
services have been created for people with special abilities and projects have
been established to exploit the potential of the handicapped (the private
will), in cooperation with the Swiss trade fair, and to transform them into
small and handicraft projects.
- A
special training certificate shall be delivered to persons with special needs
in accordance with Article 8 of the Rehabilitation Law and shall be registered and
registered in the manpower offices. "This will not exempt the disabled
person with special will from the candidacy tests for appointment upon
admission.
National
Council for Disability Affairs
The presence of the National Council
for Disability Affairs (the private will) shows the interest of the State in
the presence of an official institution that participates in international and
local events and works to implement the requests of persons with disabilities
(Special Will) Egypt participated in the activities of the tenth session of the
United Nations Conference of States Parties to the Convention on the Rights of
Persons with Disability held at WHO Headquarters in New York from 13 to 15 June
2017 under the title of the Second Decade of the Convention on the Rights of
Persons with Disabilities and their representative organizations in the
implementation of and full participation in the Convention.
Dr. Ashraf
Mari, Secretary General of the National Council for Disability Affairs, met
with the United Nations Special Rapporteur on Disability, Catalina Devandas, to
discuss ways of cooperation between the Council and the United Nations through
activities to be organized by the Council during 2018, Years for persons with
disabilities (special will).
The UN
Convention on the Rights of Persons with Disabilities was adopted on 13
December 2006 and entered into force on 3 May 2008. Egypt was one of the first
countries to ratify the Convention to implement it.
- The
National Council for Disability Affairs is continuing its efforts with the
Ministry of Education to study the position of the future of inclusive
education in Egypt for people with disabilities in pre-university education.
- Officials
from the Council and the Ministry met that the integration process is a very
important process on the psychological, social and economic level, which has a
positive impact on society and that the concerned parties are correcting the
path in line with the provisions of the International Convention on the Rights
of Persons with Disabilities, the correct.
- The
National Council for Disability calls for a plan for the role of media and
drama in spreading the culture of the rights of persons with disabilities, by
the emergence of persons with disabilities in the various media to raise
awareness about the rights of this group of society and its role in changing
the negative perception of some media, And does not represent this category at
all, which negatively affects the acceptance of the community to them and
difficult to integrate them fully.
- The
Ministry of the Interior cooperates in some of the services provided by the
Ministry in cooperation with the National Council for Disability Affairs,
including training the first group of officers on sign language to communicate
with persons with hearing disabilities and the presence of a special office of
each Directorate of Human Rights Department at the Ministry of Interior to
provide assistance to all persons with disabilities .
- Role
of the Ministry of Social Solidarity in activating the needs of people with
special will (disability).
- Develop
a strategy for the development of policies, programs and activities that
contribute to the achievement of good care, adequate rehabilitation and
integrated social protection to enable persons with special will to participate
in partnership with civil society and the private sector.
- Participated
in the text of the strategy more than 100 NGOs, experts, institutions,
consultants and representatives of the National Council for Disability and the
strategy of "protection and empowerment" in 2016 on 6 axes:
Legislation
and policies governing disability issues.
2. Databases
for persons with disabilities.
3. Care,
rehabilitation and strengthening of persons with disabilities.
4. Economic
empowerment of persons with disabilities.
5. Comprehensive
social protection.
6. Community
awareness supporting the integration of people with disabilities.
The
objectives of the strategy are realized in 2019
The Ministry
of Solidarity has prepared a database for persons with disabilities according
to the ICF methodology in the second quarter of 2016.
Disability
data benefiting from the Ministry of Social Solidarity and partner associations
will end in 2017 for the issuance of an integrated service card from the
Ministry of Social Solidarity for Persons with Disabilities, including social
and economic services due and limited to the disabled at the level of the
Republic and the announcement of its results within the inventory by the end of
2018.
- The
Ministry of Social Solidarity will integrate 5% of all services provided by
persons with disabilities by 2019
- The
Ministry will put the so-called "Karama" program in the villages in
25% of the poorest villages and prepare rehabilitation offices to provide
integrated services for people with disabilities. We hope to reach 60% of these
offices in 2018.
- Issuing
integrated service cards for persons with disabilities, including the social
and economic services due and obtaining the reports of the medical personnel in
a month instead of 6 months.
- The
Ministry of Solidarity hopes to reach 20% of the disabled in society by 2018.
- Provide
comprehensive quality care, evaluation and rehabilitation programs in a
barrier-free environment in 2018 and receive qualification certificates up to
two months from the date of application.
- The
Ministry is working towards the realization of the principles of the UN
Convention on the Rights of Persons with Disabilities, signed by Egypt and the
Egyptian Child Act No. 112 of 1996, Social Security No. 137 of 2010.
President
Abdul Fattah al-Sisi declared 2018 the year of disability, while their rights
are still being wasted and their suffering is still existing and marginalized
in the public and private sectors and their demands on waiting lists until the
Ministerial Decision issued by the Ministry of Health appoints a committee
within the Ministry of Health to solve their problems.
There are
many questions:
Is there
really a real change in the situation of people with disabilities despite all
these decisions and strategies and after the decision of Solidarity Ministry of
Solidarity with the National Council for Disability.
"Is
the ministerial committee formed to discuss the file of the disabled and the
approval of the Ministry to install cranes by means of transport and
communications after the agreement with the Ministry of Military Production and
the eradication of illiteracy deaf and some of them can not read and write?
Are there
positive steps in achieving these decisions?
Are the
constitutional decisions for disabled people implemented?
Is the state
committed to providing them with the necessary employment opportunities and
facilitating public facilities?
I hope that
these demands will be implemented in fulfillment of the announcement of the
President of the Republic, Abdelfattah Al-Sisi, that the year 2018 is the year
of (the challenger of disability).
The right to
housing, work, treatment and pensions for those who can not work.
The right to
get my car free of customs is not a luxury.
There is an
accusation that the Ministry of Solidarity with the Supreme Council for
Disability does not represent the disabled persons in the near or far, but they
are in the interests of institutions and civil societies, which is the legal
father of the disabled.
That
community integration is the right way to solve a large part of the affairs of
the disabled.
- to
give them their rights to education and health.
- The
right of the disabled to quality education.
The positive
step in this integration is the decision of the Minister of Education to allow
the entry of 5% of the disabled to the basic schools in the country.
In order to
protect persons with disabilities, the Assistant Minister of Education for
Disability Affairs was appointed to take care of and implement their
constitutional rights in the field of education.
This hope in
the move in 2018 will be the year of challenge for the disabled as reported by
the President of the Republic.
